Decree-Law No. 87/2026 entered into force on April 15, 2026. It revises the simplified cadastral information system and the One-Stop Shop for Real Estate (BUPi), with a direct impact on transfers, annexations, registrations, public subsidies, and the regularization of rural and mixed-use properties.
With the aim of strengthening legal certainty in real estate transactions, the new rules introduce significant changes, notably the following:
- the requirement to submit an RGG in documents evidencing acts or transactions involving the transfer of ownership rights to rural and/or mixed-use properties;
- the requirement to submit the RGG in procedures for applying for, awarding, or granting financial assistance, subsidies, public incentives, or co-financing;
- creation of a special procedure for annexing rural properties;
- September 30, 2026, as the date on which various procedures related to the regularization of rural and mixed-use properties with an area of up to 50 hectares will no longer be free of charge.
