It consists of a residence and work authorization that allows the temporary transfer of non-European Union citizens, who are employees of multinational companies, to entities within the same group in the European Union, including Portugal, promoting organizational efficiency and knowledge sharing.

This scheme applies to three specific categories \u2014 directors, specialists, and trainees \u2014 which demonstrates a clear strategic orientation. By focusing on qualified profiles with key roles within organizations, the ICT-EU contributes to ensuring that international mobility responds to real business needs, while also valuing specialized skills. The requirement of a prior relationship with the sending company, including minimum periods of employment before the transfer, reinforces trust and operational continuity, ensuring that transferred professionals are already familiar with the group\u2019s culture and objectives.

In Portugal, the ICT-EU framework reflects a concern for transparency and the protection of the labor market. The need for a formal agreement between group companies \u2014 specifying role, duration, workplace, and salary conditions \u2014 ensures predictability and legal certainty for all parties involved. The requirement that remuneration be aligned with national standards is particularly relevant, promoting fairness and preventing distortions in the labor market.

Additionally, the possibility of family reunification is a fundamental element in ensuring personal stability and well-being for transferred workers. By allowing professionals to be accompanied by their closest family members, the scheme contributes to a more balanced and sustainable mobility experience, also supporting talent retention.
