{"id":45769,"date":"2026-02-03T10:50:07","date_gmt":"2026-02-03T10:50:07","guid":{"rendered":"https:\/\/crs-advogados.com\/lega-alert-extraordinary-measures-to-combat-the-effects-of-storm-kristin\/"},"modified":"2026-02-03T15:16:26","modified_gmt":"2026-02-03T15:16:26","slug":"lega-alert-extraordinary-measures-to-combat-the-effects-of-storm-kristin","status":"publish","type":"post","link":"https:\/\/crs-advogados.com\/en\/lega-alert-extraordinary-measures-to-combat-the-effects-of-storm-kristin\/","title":{"rendered":"Lega Alert | Extraordinary Measures to Combat the Effects of Storm \u201cKristin\u201d"},"content":{"rendered":"\t\t<div data-elementor-type=\"wp-post\" data-elementor-id=\"45769\" class=\"elementor elementor-45769 elementor-45759\" data-elementor-post-type=\"post\">\n\t\t\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-4eea709c elementor-section-boxed elementor-section-height-default elementor-section-height-default sc_fly_static\" data-id=\"4eea709c\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-extended\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-61c36c6 sc_inner_width_none sc_content_align_inherit sc_layouts_column_icons_position_left sc_fly_static\" data-id=\"61c36c6\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-4412ebb sc_fly_static elementor-widget elementor-widget-text-editor\" data-id=\"4412ebb\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>On February 1st 2026, the Portuguese Government announced a package of measures to address the damage caused by the Kristin depression, approving the creation of a Mission Structure for the Reconstruction of the Central Region of the Country, under the coordination of engineer Paulo Fernandes.<\/p>\n<ul>\n<li><strong>Simplified Lay-Off Regime &#8211; <\/strong>reduction or suspension of activity in a situation of business crisis, upon request by the employer to the Social Security Institute;<\/li>\n<li><strong>Tax Extensions <\/strong>&#8211; postponement of tax compliance deadlines applicable to taxpayers and accountants based in the affected municipalities between 28 January and 31 March. <u>These tax obligations must be fulfilled by April 30th;<\/u><\/li>\n<li><strong>Total or partial exemption from paying social security contributions <\/strong>\u2013 the total exemption may be valid for up to 6 months, extendable for an equal period, while the partial exemption (50% of the contribution rate payable by the employer) may last up to 1 year;<\/li>\n<li><strong>Financial support for habitational housing &#8211; <\/strong>\u20ac10,000 in support for the costs of works and interventions necessary for the repair, rehabilitation or reconstruction of permanent owner-occupied housing damaged by Storm Kristin;<\/li>\n<li><strong>Financial support for agriculture and forestry up to \u20ac10,000, <\/strong>to restore the productive capacity of agricultural or forestry holdings, under a scheme similar to that applied in the case of forest fires;<\/li>\n<li><strong>Moratoriums on bank loans <\/strong>relating to habitational housing, businesses and other legal entities in areas affected by the Storm. The moratoriums apply for a period of 90 days, starting on 28 January 2026;<\/li>\n<li><strong>Cash credit line in a total of \u20ac 500 million <\/strong>with a maturity of 5 years and a grace period of 12 months;<\/li>\n<li><strong>Credit line for recovery and reconstruction investment in the amount of \u20ac1 billion<\/strong>, with a maturity of 10 years and a grace period of 36 months;<\/li>\n<li><strong>Extraordinary transfer of \u20ac400 million to Infraestruturas de Portugal <\/strong>allocated to the recovery of roads and railways affected by Storm \u00abKristin\u00bb;<\/li>\n<li><strong>Extraordinary transfer of \u20ac200 million for financial support to local authorities <\/strong>for the restoration of municipal equipment and infrastructure, prioritizing schools;<\/li>\n<li><strong>Exceptional regime of exemption from prior administrative controls <\/strong>on public and private works for the reconstruction of infrastructure, equipment and buildings affected by the disaster resulting from Storm \u00abKristin\u00bb.<\/li>\n<li><strong>Support for families <\/strong>in need or who have lost income as a result of Storm Kristin;<\/li>\n<li><strong>Support for private social solidarity institutions and similar organisations <\/strong>to strengthen the social response in areas affected by Storm \u00abKristin\u00bb.<\/li>\n<li><strong>Support in the field of employment and vocational training for dependent and independent workers<\/strong>, to be granted by the Institute for Employment and Vocational Training, I. P. (IEFP).<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>These measures were approved at the extraordinary meeting of the Council of Ministers, which decided to extend the <strong>state of emergency until 8 February<\/strong>, maintaining in force the exceptional mechanisms designed to prevent, respond to or restore normality in the affected areas.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section
